Abstract: In this paper a new theoretical conceptualisation of risk communication is developed and illustrated, in which the natural role of risk communication is seen to be inseparable from the social dynamics of risk issues more generally. This new conceptualisation draws on a major reformulation of the nature of risk previously developed by the authors (Macgill and Siu 2001). It places risk communication at the heart of the process dynamics of risk issues over time. The new conceptualisation is illustrated in the context of the evolution of societal risk concerns in the UK over genetically modified (GM) crops.
